The Federation was established on 19 September 2000 with the support of the then Minister of State for Cooperation, Hon. Babasaheb Kupekar. Initially, the Federation operated from the building of Parshwanath Nagari Sahakari Patsanstha, Shahupuri until the end of 2005. As the Federation expanded, the available space became insufficient.
Therefore, the Founder President Shri Shankar Patil decided to purchase an 800 sq. ft. office in Sai Plaza Apartment, Shahupuri. The office was acquired by raising funds through deposits from Parshwanath Patsanstha, Vasantrao Chougule Patsanstha, and other institutions. It was necessary to repay the capital raised for this purchase. To achieve this, recovery officers were appointed for cooperative credit societies across the district, based on the vision of Founder President Shri Shankar Patil. At that time, approximately 160 recovery officers were managing work for nearly 600 institutions. The Federation facilitated granting them Section 156 recovery powers from the government. However, due to increasing incidents of attacks and assaults on recovery officers, a Recovery Officers Association was established in 2012. In 2010, the Federation was recognized as an official training center, providing training to employees, directors, and members of cooperative institutions. The income generated from these activities was used to repay the deposits taken earlier. In 2019, with the support of Divisional Joint Registrar Hon. Mahesh Kadam, a Deputy Registrar was appointed on deputation to enable issuing recovery certificates under Section 101. The Kolhapur District Credit Societies Federation has consistently worked to resolve issues faced by cooperative institutions with various government departments such as cooperation, revenue, and housing. Today, it stands as an ideal district federation in the state.
Around the year 2008, when credit societies across the state faced difficulties, depositors started facing problems in getting their deposits back. As depositors were unable to recover their money, renowned social activist Anna Hazare undertook a hunger strike. At that time, under the guidance of the then Divisional Joint Registrar, Kolhapur, Hon. Anand Jogdand, our Federation actively carried out recovery efforts from credit societies and played an important role in helping depositors get their money back.

Federation founder president Hon. Shankar Patil Saheb, under his guidance, on 19/12/2012, as per Registration No. 31762, the Kolhapur District Recovery Officers Association was established.
Through the Recovery Officers Association, work related to the recovery of dues from defaulters facing financial difficulties in credit societies in the district, along with necessary guidance, is carried out. If any institution faces difficulty in recovering outstanding dues from its defaulters, the institution should immediately contact the Recovery Officers Association and the District Federation.
Under the guidance and support of Hon. Divisional Joint Registrar
Mr. Mahesh Kadam, since 2019 the government has appointed an officer
of Deputy Registrar rank at the Federation to issue recovery certificates
under Section 101.
Because of this arrangement, credit societies across the
district can obtain Section 101 recovery certificates quickly and
efficiently.

Hon. Cooperation Commissioner has, from time to time through circulars, informed credit societies to adopt various policies such as loan policy, employee responsibility, NPA policy, KYC policy, loan recovery policy, investment policy, etc.
Accordingly, with the cooperation of tax advisor Hon. Sunil Nagaonkar, the Kolhapur District Federation has recently published a booklet on various policies at the hands of Guardian Minister Hon. Abitkar.
All institutions are requested to take benefit of this. The welcome price of the book is ₹100/-.
The Federation also organizes seminars on various subjects from time to time. Institutions are encouraged to participate in these programs.

On the occasion of the Silver Jubilee year in 2025, three credit societies in the district were honored with the “Ideal Credit Society Award,” “Chief Executive Officer Award,” “Ideal Recovery Officer Award,” and “Ideal Guide Award.” This award program will continue in the future as well. Therefore, institutions are requested to submit their proposals to the Federation after March.
The Federation always stands by cooperative credit societies to help resolve their issues related to the Cooperation, Audit, Revenue, and Home Departments.
Credit societies in the district have the facility to file arbitration claims against their defaulters through the Federation and obtain decrees. Hearings are conducted three times a week, and the facility to issue decrees quickly has been available since 2019. Therefore, institutions are requested to file their arbitration claims through the Federation and take advantage of this service.
After obtaining recovery certificates under Section 101, further recovery action is carried out by officers appointed through the Federation. Currently, 30 recovery officers are working through the Federation and managing recovery operations for nearly 220 credit societies in the district. In cases where societies have fewer recovery cases, one officer is shared among four to five institutions, ensuring cost-effective recovery operations. Societies are encouraged to contact the Federation for recovery assistance.
Training has been made mandatory for cooperative credit societies under Section 24(A), and evaluation marks are included in audit criteria. In collaboration with the Maharashtra State Credit Society Federation, our Federation provides high-quality training programs for directors, employees, and members. Institutions can also request customized training programs, and for this purpose they are encouraged to stay in touch with the Federation.
From time to time, the government issues various circulars for credit societies. These are promptly forwarded to the credit societies through the Federation. For this purpose, a WhatsApp group has been created, and if your number is not included in the group, you should get it added. This will help you receive circulars and information related to various operations and training promptly.
